Protect Hawai‘i’s Arts & Culture!

A critical hearing has been scheduled for Thursday, March 13, and we need to mobilize NOW to protect dedicated arts funding in Hawai‘i.


The Issue

While HB 1378-HD2 includes some positive provisions, it ultimately threatens the long-term stability of arts and culture funding by dismantling the Works of Art Special Fund—Hawai‘i’s only dedicated, reliable funding source for the arts. Instead, it replaces this funding with federal and general funds, which are not guaranteed and will compete with other state priorities like housing, education, and healthcare.


Why This Bill Puts the Arts at Risk

  • No Permanent Funding: The bill offers a temporary $4 million allocation for fiscal years 2026 and 2027—with no commitment beyond that.
  • Uncertain Future: General funds and federal grants are subject to cuts and shifting priorities, leaving arts funding vulnerable.
  • Loss of a Lifeline: The Works of Art Special Fund has ensured that Hawai‘i’s arts sector remains resilient, even during economic downturns. This bill dismantles that safety net.
  • False Promises: Short-term funding gains are not worth sacrificing long-term stability. This bill weakens the arts ecosystem instead of strengthening it.

  • Submit Testimony: Urge the Senate Committee on Transportation and Culture and the Arts to OPPOSE HB 1378-HD2. (Submit testimony ASAP—every voice counts!)
